Renewables: 320 million from MIMIT to facilitate investments by SME

December 5, 2024: the Ministero delle Imprese e del Made in Italy (Ministry of Business and Made in Italy) has engaged a measure to incentivize investments by SMEs. Alfonso Urso signed the decree “Support for self-production of energy from renewable sources in SMEs” which allocates 320 million euros for self-production of energy from renewable sources.


40% of the resources will be allocated to the South and to micro and small businesses.


The decree provides for a system of incentives, granted in the form of a contribution towards the cost of installations, for investment programs of small and medium-sized businesses aimed at self-production of electricity from photovoltaic solar systems or mini wind turbines, for immediate self-consumption and for energy accumulation/storage systems behind the meter for deferred self-consumption.


As stated on the MIMIT website, the resources allocated to the measure are 320 million euros, from Investment 16 of Mission 7 “REPowerEU” of the PNRR, of which 40% are reserved for the Regions of Abruzzo, Basilicata, Calabria, Campania, Molise, Puglia, Sardegna e Sicilia and another 40% for micro and small businesses.

The concessions, granted pursuant to the “GBER Regulation“, will be assigned to the maximum extent of:

  • 30% for medium-sized enterprises;
  • 40% for micro and small enterprises;
  • 30% for any additional electricity storage component of the investment;
  • 50% for the ex-ante energy diagnosis necessary for planning the interventions envisaged by the decree.

If, during the definition of the ranking, the resources allocated to the reserves are not fully absorbed, they will be made available to finance the requests for assistance relating to the remaining territories and medium-sized enterprises. For the purposes of the assistance, expenses are eligible, not less than 30 thousand euros and not more than 1 million euros and relating to a single production unit of the proposing entity, for:

  • the purchase, installation and commissioning of new instrumental tangible assets, in particular photovoltaic solar or mini wind systems, supported starting from the date of submission of the application for the benefit;
  • digital equipment and technologies strictly functional to the operation of the systems;
  • storage systems for the energy produced;
  • energy diagnosis necessary for planning the interventions.

A subsequent directorial provision will establish the methods and terms for submitting applications for incentives and the templates for submitting them. The Ministry of Business and Made in Italy is the administration in charge of this PNRR investment, the management of which will be entrusted to Invitalia
