
Double the PNRR resources allocated to the agri-food sector
On November 24, 2023, the European Commission approved the restructuring of Italy’s PNRR. “Double the resources allocated to the agri-food sector. The EU Commission has approved the requests, and the financial allocation will increase from 3.68 to 6.53 billion euros. Additionally, the funds from the complementary national plan, amounting to 1.2 billion euros, will be added, bringing the total to approximately 8 billion euros: the largest economic allocation ever recorded for our nation’s primary asset.” This was announced by the Minister of Agriculture, Food Sovereignty, and Forests, Francesco Lollobrigida."Agrisolar Park': call for tenders 2024 expected
The measure Parco Agrisolare, which experienced an overbooking of applications, was particularly appreciated by the Commission, to the extent that it was implemented with an additional 850 million euros, increasing from 1.5 to 2.3 billion euros. A virtuous case of increasing the initial target set by the National Recovery and Resilience Plan, in terms of installed capacity from renewable sources. The objective was even tripled, reaching over 1.3 gigawatts. These exceptional results are something we should be proud of,” adds Minister Francesco Lollobrigida.
The PNRR measure M2C1-I.2.2 “Parco Agrisolare” entails the selection and financing of interventions involving the implementation of photovoltaic systems to be installed on buildings used for production in the agricultural, livestock farming, and agro-industrial sectors. Expenses related to the installation of electric energy storage systems and/or electric charging devices for sustainable mobility and agricultural machinery are also considered eligible. Additionally, it allows complementary interventions for the refurbishment of buildings aimed at improving the energy efficiency of structures. The three targets of the measure consist of identifying beneficiary projects with a total value of financial resources allocated to investment equal to 30% in 2022, 50% in 2023, and 100% in 2024.

2023 budget and incentive recipients
Through the provision of a non-repayable grant of up to 80%, the investment aims to address climate and environmental objectives by contributing to climate change adaptation and mitigation through the promotion of sustainable energy and energy efficiency.
An amount equal to at least 40% of the aforementioned resources is allocated to funding projects to be implemented in the regions of Abruzzo, Basilicata, Calabria, Campania, Molise, Puglia, Sardegna, and Sicilia.
Beneficiary entities:- Individual or corporate agricultural entrepreneurs;
- Agro-industrial enterprises;
- Regardless of their associates, agricultural cooperatives engaged in activities outlined in Article 2135 of the Civil Code and cooperatives or their consortia as specified in Article 1, paragraph 2, of Legislative Decree No. 228 of May 18, 2001;
- Entities as described above in aggregated form, such as, but not limited to, temporary associations of enterprises (A.T.I.), temporary groupings of enterprises (R.T.I.), business networks, and renewable energy communities (CER).
