The call for proposals “Support for self-production of energy from renewable sources in SMEs” is underway
With a decree dated March 14, 2025, the Ministero delle Imprese e del Made in Italy regulated the procedures of access to non-repayable grants for small and medium-sized enterprises that invest in the self-production of electricity obtained from
- photovoltaic systems for immediate self-consumption
- and for energy storage systems behind the meter for deferred self-consumption.
The resources allocated to the measure are 320 million euros, of which 40% are reserved for the Regions of Abruzzo, Basilicata, Calabria, Campania, Molise, Puglia, Sardegna and Sicilia and another 40% for micro and small businesses. The measure takes the form of a system of incentives granted in the form of a contribution towards plant costs.
- The application must be submitted strictly via the electronic platform www.invitalia.it, starting from 4 April 2025 and until 17 June 2025.
The measure, which has an economic allocation of 320 million euros from Investment 16 of Mission 7 of the PNRR, follows the adoption of the decree of 13 November 2024 by Minister Adolfo Urso.
Eligible expenses
The following expenses are eligible for the incentives:
- Installation of photovoltaic systems
- Digital equipment and technologies functional to the operation of the systems and the costs for their installation and commissioning
- Energy storage systems for deferred use of the energy produced
- Performance of an ex ante energy diagnosis

Beneficiaries of incentives
The incentive can be enjoyed by small and medium-sized enterprises (SMEs) that have fulfilled legal, fiscal and accounting compliance and operate throughout the national territory, with the exception of companies operating in the coal sector and in the primary production of agricultural products and in fishing and aquaculture.
Incentives and resources available
320 million euros are available, of which 40% is reserved for the regions of Abruzzo, Basilicata, Calabria, Campania, Molise, Puglia, Sardegna and Sicilia and another 40% for micro and small businesses.
The incentives are granted on the basis of a ranking and assigned to investment programs implemented for an amount of eligible expenses not less than 30.000 euros and not more than one million euros up to a maximum of:
- 30% for medium-sized enterprises
- 40% for micro and small enterprises
- 30% for any additional electricity storage component
- 50% for the ex-ante energy diagnosis
The incentives will be provided in a maximum of two work progress stages (SAL). Reference legislation:
